Its quite common for me to read about people who have left a web host for another and since leaving the services of one company they will do everything to warn others away from ever using the services of a webhost that left them disappionted, in many cases this is understandable and makes sense to warn others not to sign up with a web host that provides a poor service.
But there are times when the company may actually be quite good and offer a great service for the majority of the time to the majority of its customers and what an individual may not be telling you is the finer details about how their website was very heavy on resources and maybe wasn't suitable to be running on the package that they were paying for.
Sometimes a website owner may not want to admit to themselves they their website was really eating into the available resources on the server that they were using, if this is the case then it would often be regarding shared or even VPS hosting and maybe the customer hasn't wanted to upgrade to a dedicated server that would handle their possibly large and busy site much better.
This is understandable from the website owners view, as you may not have the money available to choose dedicated web hosting yet, and maybe didn't anticipate a quick growth of the website or underestimated the needed resources to run any particular type of website, but it is something that is the responsibility of the website owner, to make sure that the hosting package that you purchase can handle your website and if the need arises that you have the funds to upgrade to a more powerful hosting package if it becomes necessary.
So back to the title of being bad times for one person but happy times for another, it can basically be a case that although sometimes a disappointed customer may express how let down they were with a web host that the difficulty may have been partly because their website was not suited to the hosting service that they were paying for and so its worth still looking at a web hosting company that someone may have warned you off as it may simply be a case of that particular customer expected more than realistically deliverable.
As always there can be plenty of reasons why a relationship with a web host goes bad and in many cases too a warning should have you checking things anyway, especially if its the same warnings from many people, but somtimes you can get along fine with a company and be really happy with their service, even though someone else told you to avoid a company because they personally had a bad experience.
Sometimes the web host is fine and you can find out for sure by giving them a try yourself.

If you plan on making use of PHP within your hosting and your website plans and possibly intend to install and use PHP scripts then you may need to check what version of PHP your web host is currently running.
At some web hosts they will have both PHP4 and PHP5 available and in the majority of cases you are going to be fine, but as you know, there are always minor differences between what one company and another offers and how soon they plan to upgrade their version or versions of PHP.
Some website scripts can encounter minor problems with a version of PHP and sometimes after an upgrade by the host it can result in a few customers experiencing minor problems, and in most cases these problems can and will be sorted with a few tweaks either made by the account holder or by someone within your company if someone else is in charge of that type of action.
But if your about to sign up with a webhost and know you want to use one or more PHP scripts for a website project then its advisable to check the online or PDF documentation for the script that you intend to use, or however else they present the documentation, then take a look at the webhost and see what versions of PHP they offer, if you cant find this information easily then send them an email or give them a quick phone call to find out what version of PHP they offer and while your asking, its worth finding out if they will be ceasing the use of a particular version, because if you know you need any specific version to run your script and that the webhost is doing away with it then you need to know how much of a problem this would be for you.
In the majority of cases you should be fine, and many hosts handle the upgrades very well in order to not affect customers and potential customers.
But because there are many PHP based scripts out there and updated with varying frequency or in some cases not updated, and combining that with the massive amount of web hosting services you want to check everything that you can to avoid any hiccups.
Some web hosts keep customers informed of PHP upgrades and give warning incase of any minor difficulties to customers and in many cases, a good web host will help you anyway in whatever way possible to save you from too many compatibility problems between your website and the version of PHP installed on the servers.
