Usually you dont really need to purchase a Dedicated IP from your web host unless you will be using an SSL certificate.

Some people may attempt to purchase a dedicated ip for seo reasons or for some other reason but often a web host will ask the reason for requiring a dedicated ip and wont neccessarily provide one if they dont feel there is good enough reason to.

When obtaining a dedicated ip it is from the web hosting provider that you are with, and not randomly from another provider.

So if you thought that there might be some kind of benefit from having a dedicated ip at your shared hosting account then there really isn't and you will only need to request one if you will be using an SSL certificate.
