The answer is quite simple because the majority of their shared customers wont use anywhere near the amount of bandwidth that is available to them each month.

The large bandwidth offered with many shared hosting plans is a good selling point, and there will be a small number of customers that will use most of the available bandwith to them, but for the majority of shared hosting customers, they will not need much of the bandwith and often not much disk space either so the shared hosting providers generally dont have the worry of their customers all maxing out on bandwidth.

Obviously its there if you do need to use it, but any bandwidth not used by the customer is a saving for the hosting provider and helps contribute to keeping the costs down on shared hosting plans as well as keeping the hosting providers business profitable.
